The petition cited Article 79 of the Constitution which provides there shall be a Parliament which shall consist of the President and the two Houses – Council of States and House of People. It has been said in the petition that the President is considered the first citizen of the country. Under Article 85, only the President calls the session of Parliament. Besides, the appointment of the Prime Minister is also done by the President. Also, if a bill is approved, it is in the name of the President.
The plea said the Article makes it amply clear that “the President is an integral part of Parliament” and questioned why the President was kept away from the foundation laying and now the inauguration ceremony.
Plea said that in such a situation, not inviting the President to the opening ceremony of the Parliament is an insult to him and a violation of the Constitution.
