With his marriage on the rocks, Rajasthan-cadre IAS officer Athar Khan is reportedly willing to leave the state and serve his home state Jammu and Kashmir, which is now a Union Territory after the abrogation of Article 370.
Notably, Athar Khan was the second topper of the 2016 batch of the Indian Administrative Services (IAS) and had married the batch’s topper IAS Tina Dabi.
Sources said Athar Khan has approached the Union home ministry’s department of personnel for deputation to the Union Territory cadre. This will give him an opportunity to serve in Jammu and Kashmir. He has made the application through the state government.
As per rules, the IAS officer needs minimum five years of service before he can apply for a deputation. He is soon going to fulfil the criteria. His application is currently pending with the home ministry.
Marital discord between Athar Khan & Tina Dabi
Athar Khan and Tina Dabi married two years ago in Srinagar and also got their marriage registered in the court. They were a happy couple and their marriage had the approval of their parents. After their marriage, the couple were posted at different places.
According to senior Rajasthan government officials, both of them excelled during their probation period and Tina Dabi did an excellent job as a sub divisional magistrate at Bhilwara during the coronavirus crisis.
“They were shaping well professionally and were working very hard in their respective assignments. Tina did a wonderful job and was instrumental in arresting the coronavirus menace during her stay in Bhilwara. It was because of her that the Bhilwara model of curbing coronavirus became a role model and was adopted by different states, an official said.
But over two months ago, she was posted as SDM Sri Ganganagar, a border district where her job was challenging. Normally, a woman is not posted in Sri Ganganagar as it is a difficult district. But she readily accepted the transfer and was doing well and she became a popular officer there.
But it is learnt that by the time she was transferred to Sri Ganganagar, her relationship with her husband got strained. It is likely that she sought the transfer herself as she wanted to stay away from her husband.
During her probation period, she posted a few pictures of her in the social media showing her performing her official duty. It is learnt that she was advised by senior officers not to use the social media for any self-glorification or publicity, after that she stopped doing it.
But according to the bureaucratic circle, the couple developed cultural differences.
During her posting in Sri Ganganagar, she met senior officials in Jaipur and narrated her story after which she was posted in Jaipur’s finance department as deputy secretary, while her husband was given a position in some district.
Recently, when the Rajasthan Housing Board launched a scheme for providing housing to the all-India services officers called AIS Scheme, both of them applied for separate housing.
Application for divorce
Both of them approached a family court in Jaipur seeking divorce on mutual consent.
Athar Khan, who is a year older than Dabi, is from South Kashmir. Dabi, who is a SC hails from Bhopal and both her parents are in the Indian Engineering Services.
She studied Political Science at Lady Shri Ram College in New Delhi. Khan is an engineer from the Indian Institute of Technology (IIT), Mandi.
